EBCDIC encoder & decoder

Convert text between UTF-8 and EBCDIC, codepage IBM-037. Encode gives you the hex bytes of the EBCDIC representation. Decode expects a hex string of EBCDIC bytes (e.g. C8 85 93 93 96).

Codepage 037 is the U.S. default variant. Characters not present in cp037 are replaced with 0x6F (question mark) when encoding.
